The issue is realized under the “New prospectives for vulnerable groups - improving the quality of social services and support to the social enterprises” Project, implemented with the EU financial help under the Civil Society Development 2002 PHARE Program.

The contents of the book are divided into four parts. The first part reveals the proposals of the working group formed within the Project from lawyers from the Bulgarian Center for-Not-for Profit Law, representatives of the Ministry of Labor and Social Politics, Ministry of Finance and of NGOs for amendments to the legislation in order social enterprises to be defined and their activity to be encouraged. In this part the concrete provisions in the separate legislative acts, proposed by the working group are pointed out. Amendments are offered to The Social Assistance Act, The Law on Encouragement of Employment and its implementing regulations, The Law on Corporate Income Taxation, The Budget of the State Social Security for Year 2006 Act. The motives to the legislative proposals are also published in this part.

The second part of the issue covers the proposals of the Program and Analytical Center for European Law Foundation (PACEL) - partner on the same project. The latter are aimed at improvement of the mechanisms for control over the observance of the social services standards in Bulgaria.

The third part of the book includes a description of the Project, while the fourth part consists of extracts of legislative acts in the field of social services control.
